Integrity Pacts - Safeguarding EU Funds Project

The general objective of the pilot initiative, a collaboration between Transparency International and the European Commission, is to explore and promote the use of Integrity Pacts as a tool for safeguarding EU funds against fraud and corruption in EU Member States.

At the announcement of the project on March 19, 2015 at the office of the Transparency International Secretariat in Berlin, EU Commissioner for Regional Policy Corina Creţu said, "With this project we are further stepping up our efforts to safeguard EU funds from fraud and corruption. Our funds are a vital source of public investment in EU Member States; that is why I have zero tolerance for misspending. Our partnership with Transparency International in this field is a great opportunity to tackle this issue in a proactive and preventive way and we are committed to make this initiative a success!"

The project will be implemented in two phases. Phase I, which runs from January to September 2015, aims to put in place the necessary conditions for Phase 2, which will consist of piloting integrity pacts and/or civil control mechanisms in several EU countries. Our chapter has signed a grant agreement with the TI-Secretariat to collaborate in securing the participation of the Croatian government and other civil society organizations for Phase 2.

Phase 2 will begin after September 2015 and will consist of the actual implementation and monitoring of Integrity Pacts in a number of member states. In order to participate in this phase, national authorities must respond to a call for proposals that will be released Mid-May. This initiative is funded by the technical assistance of the Directorate-General for Regional and Urban Policy and seeks to pilot Integrity Pacts in 10-15 EU co-funded projects in EU Member States.
