Observation of local elections

The right to observe elections includes observation of the entire election procedure and voting, electoral bodies' work, and insight into the entire election material, except for excerpts from the voter list.

The following have the right to observe the election procedure, the conduct of elections, and the work of election bodies:

  • observers of political parties registered in the Republic of Croatia that have proposed a list of candidates, ie candidates (observers of political parties),
  • Voter observers who have proposed a candidate list of voters, ie candidates (voter observers),
  • observers of candidate groups of voters,
  • observers of non-governmental organizations registered in the Republic of Croatia as an association operating in the field of independent observation of election procedures and/or promotion of human and civil rights (observers of non-governmental organizations)
  • observers of international organizations operating in the Republic of Croatia, diplomatic and consular missions in the Republic of Croatia, international associations of electoral bodies, and electoral bodies from other countries (foreign observers).


Upon arrival at the polling station or at the seat of the election commission that will observe, the observer is obliged to present an official identity card and a public document based on which the identity of the observer can be unequivocally established.

The observer is obliged to carry a visibly prominent official card for the entire period of observing the election procedure and the work of the election body.

The observer is allowed to:

  • attend the work of the election commission during the sessions and warn of observed irregularities,
  • request a copy or transcript of the minutes of the work of the electoral body whose work he observed,
  • attend the handover of election material,
  • to be present at the work of the polling station committee from the preparation of the polling station before its opening, during the voting, counting of ballots and determination of voting results and filling in the minutes on the work of the polling station committee and warn of observed irregularities,
  • put reasoned remarks on the work of the polling station committee in the minutes of the work of the polling station committee or attach them in writing to those minutes and request a confirmation of the given reasoned remark on the work of the polling station committee,
  • inspect the election material until the announcement of the final election results, except for excerpts from the voter list,
  • to come and go from the polling station, without disturbing the voting process and the work of the polling station committee.

 

The observer is not allowed to:

  • interfere with the work of the electoral body,
  • audio or video recording of the work of the electorate,
  • during the observation of the work of the polling station committee to respond to the inquiries of the voters, and in case the voter addresses him, he is obliged to refer him to the president or a member of the polling station committee,
  • wear any badges, photos of candidates, or other promotional materials and otherwise influence voters.
